I think a hotel directly at the beach and no tourists is impossible.
I stayed in Sagres (http://www.algarve-portal.com/en/cities/sagres/) which is one of the last towns not totally overrun by tourists. It is a small town with some hotels and b&b.
The only problem is: you have to drive to the nice beaches. There are 2 beaches in town which can be reached by foot in 10-20 minutes but if you want less people you have to hire a car and drive around.The beaches on the western and southern coast are 10 – 30 mins away (by car). There you can enjoy something like this (even in July and August):

I’ve been to Lagos – you couldn’t see the beach cause there were about 10.000 people lying on this small town beach.
