Hey Mary,
You can take a free ferry from Lower Manhattan, but it only runs on Friday & Saturday during the summer. Here’s the info:

The ferry terminal is right next to the one to go to Staten Island. Ferries leave every hour and the ride itself only takes about 10 minutes.
