Pho in Vietnam is actually not as great as pho in some places in Little Saigon in California. However, if you’re looking for it in Vietnam, Pho 2000 is a famous one near the marketplace, Cho Ben Thanh. As for a decent chain one, Pho 24 serves them up right.

Something of a tangent, but…
Hanoi’s an amazing city. I didn’t find very to do there, just the city itself is astounding (if a tad hectic).
Head for the food market on Hang Be some early morning as well; it’s quite a sight.; the food in the market is excellent as well (though I think only in that market).
If you’re in the area (and you don’t mind getting my two-pence worth); go to Sapa. Find a Hmong guide (not a Vietnamese one; it’s a completely different experience when there’s a person you can chat to who actually lives there). Walking around a community that are effectively iron-age and being able to discuss their beliefs and culture was a life-changing experience.
We found fantastic accomodation recommended by Thorntree in Hanoi as well. Which I can have a go at finding the card for if that’s of any use?

Several years ago (1999) I found good pho stands on the streets near Ho Hoan Kiem, e.g. Hai Ba Trung street and Ly Thuong Kiet street. As for restaurants, you should probably look in the most recent Lonely Planet – Vietnam guide, if you haven’t already.
