When I am in Venice in summer, I stay on Lido island. It’s about 15 minutes by ferry from Piazza San Marco (St. Mark’s Square) and has nice beaches.

Dorsoduro, Canareggio & San Polo – all for varying reasons.

I can’t imagine a bad place to stay in Venezia (I’m sure there are some) – but I’ll share the budget place I’ve stayed in the past – but it isn’t in Venezia: Padova. It is 20 minutes away by train. The station is right on a main vaporetto stop. The rates for room and board in Padova are much, much less – and honestly, I think you’ll eat much better unless you have some Venetian insider pointing you away from the mediocre tourist food.
