Oh Wow, Cadiz is a beautiful place, the old town is in the tip of the peninsula, there are many plazas that are always full of life. To get to the old town you must pass through the new town, it has excellent beaches, although a bit chilly in January!
It is a shame you will miss the carnival in February!
Five things to do:From there you could go to Tarifa, Algeciras for connections to Ronda, Gibraltar, the costas and from there you could also go to Seville.
If you do come down to the costas we have a 3 bedroom townhouse there available for rent :)

Cadiz is a great place to wander around and do nothing for a few days.
Like the first respondent says, Cadiz old town is beautiful, though perhaps a little chilly in January—but nicer than, say, Chicago at the same time.
1. The cathedral is fun.
2. There’s a ruin of a Roman theater behind it, or nearly so.

4. Wander around the waterfront. I remember seeing parrots in a public park (Parque Genoves).
5. Wander around the streets. You can’t get lost since it’s on a peninsula. There are some really wonderful tapas places tucked away in the old town.
