Hello..
well malaysia is in its best wheater during december and january…not that much Hot and little rain you will find frequenty :-)
to answer the question is depend on what you are looking for in Malaysia.
- if you want to go shop well malaysia is one of the shopping heaven in asia. you can go to Jalan Bukin Bintang..lots of shopping area there where you can find so many things from the cheapest to the highest price :-)silk, fabrics, electronics, and mostly garment…dont forger to try the indian food.
- if you are looking for highland..
you can go to cameron highland in Pahang. Go to KL central where you can find bus to take you there. lots of things u may find in that beautiful mountains area. find the good tour agent to take you around cameron highland. you can chech with titiwangsa tours. strawbery farms, butterfly garden, shorts tropicals forest trekking, or visiting English tea factory are things you can do in Cameron
- but if you just want to hit the city of KL you may find moseums, PETRONAS the twin towers of course (check with agenda at petronas if you want to go up to the twin tower and see the city from above..its very limited tour, so u have to struggle to reserve the seat :-)
one things you should missed is SURIA KLCC in one complex with Petronas twin tower Building

The only spot that I know for locals to surf is Teluk Chempedak in Kuantan, Pahang.
Malaysian water isnt known for surfing but you might find it otherwise.
Just be careful being in our water especially the South China Sea during this monsoon season. When the locals say it’s dangerous to be out there, they know what they are talking about! The water might look calm but not the underwater current!

Malaysia is not much popular for windsurfing because the wind here is not strong enough. The usual spots for windsurfing are Penang, Kuantan and Port Dickson.
Other than windsurfing, jungle trekking and mountain hiking are more of popular in Malaysia. Cameron Highlands and East Malaysia will be the ideal locations for that.
