As I know, it’s impossible. There is no international rent companies in Peterburg.

I’d recommend a train.

And oh yeah a VISA.

You can pretty much for get about it. I speak Russian, and I don’t think I would even attempt it. Driving from Moscow to St. Pete is risky enough.
