Not sure how low you need the low budget to be, but here are some of my favorites: Modern Diner for breakfast/brunch. ESPECIALLY on the weekend when they have a LOT more menu items and it’s practically gourmet. For sandwiches I love Geoff’s- there are several locations throughout Providence. My favorite places for dinner are Kabob N Curry if you like Indian. The Red Fez is MY FAVORITE place to eat in Providence (it’s downtown) and the prices are amazingly low for the quality and quantity of food you get there- very cool atmosphere too. Great pizza places are Bob N Timmy’s on Federal Hill (if you like thin, wood grilled) or Casserta’s down the street from it (if you like thicker, more traditional). Kind of out of the way, I think it’s in neighboring Pawtucket is the Garden Grille- a REALLY excellent vegetarian place that isn’t just for vegetarians, the food is so amazing.
Haha, I think that should do you for now.

I would add RiRa’s. I was introduced to this Irish pub about a year and a half ago and I’ve been back at least 7 or 8 times and brought most of my friends and family. It’s really good. Prices aren’t cheap but they are pretty decent.
