I used Exotissimo for part of a Burmese tour. They were very professional and I enjoyed the attention to detail. I also have the names and contact information for specific guides that I used in Yangon, Bagon and Inle Lake.

I’m in agreement with the idea that you would do just fine if you went there and then made your tour arrangements locally. There are many little entreprenuers who will operate a truck/taxi/tour guide service, who know the area well, and they will take you around for quite reasonable fees. They will find you if you hang around the center of town in the morning.
Only the bigger tour businesses will have contacts in your home country or the Internet, they will want to provide you with a lot of luxuries and charge you top dollar.
While you are in Rangoon, don’t miss the Shwe Dagon Pagoda, a huge and gorgeous Buddhist temple.
Pagan is full of gorgeous old temples.
