I don’t have any bus tours to recommend, but Vienna is a very friendly city to walk around. But if you insist on a bus tour, you can find more information at their tourist info center across from the Albertina.
As for dinner, I would recommend Griechenbeisl off Fleischmarkt near the bus/subway stops at Schwedenplatz. Its a bit expensive for traditional Austrian fare, but definitely worth it.
A cheaper alternative is a restaurant that I can’t remember the name of across from Hotel Grabon near Stephansdom. Next door is Cafehaus Hawelka – another must for coffee and conversation.

I agree with Vaneh… I wouldn´t take a tour, just walk around and you will see beauty in every corner. Who cares if you dont get to see everything?? Make sure you go to Hofburg Imperial Palace though, its jaw dropping.
For food, I would recomend buying a ¨hot-dog¨ (Vienese style :P) from any street vendor, they are amazing. You can find them near Stephansdom or close to any of the subway stops. (Oh, btw, make sure you go to Stephansdom as well – the most amazing church I have ever seen).
You could also go to the Wiener Riesenrad (giant ferris-wheel), but make sure you go during the day, because, as romantic as it sounds, you cant see much once its dark. However, I am sure during the day it makes for amazing views of the city. That way, you won´t need a tour, you will see it all from up there :P j/k
