Black Rock City is a temporary city, it only exists for a few weeks a year during the Burning Man festival. I don’t know of any books that discuss travel to Black Rock City, but www.burningman.com has a wealth of information—to the point of being overwhelming.
If you have other specific questions you could see if others on this site can help you.

A search at A9 returns 33 books mentioning “Black Rock City”, but i’m not sure a travel book would be the best source of information about Black Rock City. Like Flash wrote, the Burning Man website offers a comprehensive overview. Read there first.

Avoid books about burning man. Talk to people who have been there. And remember: no matter what they tell you, believe ‘em, because it’s all true.
Can’t find local burners? Try the eplaya.
My advice: The heat isn’t so bad, you won’t mind the dust, the music isn’t that loud, everyone is wonderful all the time and I am a lying bastard. ;)
Have fun, see you down there!
