Downtown is a vague and subjective term. As conceived by local real estate marketers, "several neighborhoods overlap with Downtown ":http://www.livebaltimore.com/nb/list/downtn/, notably the Inner Harbor. Most natives would include Baltimore’s Mount Vernon neighborhood in their concept of a central “downtown”. A larger downtown is represented by the Downtown Partnership, an affiliation of centrally located, mostly business, concerns.
