The Reykjavik City Hall is a fine place. They have a café there with a nice view over the pond, plenty of brochures for tourists, a big 3d map of Iceland and usually some photo exhibitions as well. It’s also just a nice place to warm up after taking little walks around the pond and the surrounding area.
