The redeveloped Westpark is envisioned as an urban mixed-use, mixed-income, pedestrian oriented community. It will be characterized by a variety of types and styles of housing to meet the needs and range of income groups. The mix of incomes will help to de-concentrate poverty in Bremerton. Retail and commercial uses will accommodate some everyday shopping needs of residents and provide job opportunities. The amount and type of commercial uses will complement rather then compete with the adjacent commercial , Oyster Bay Neighborhood Center. The site will be sensitively designed to maintain significant open space and existing trees, to preserve and enhance views and to carefully manage storm water and other natural features.
Over the next five years BHA will undertake a comprehensive, phased redevelopment of the entire Westpark public housing site. The recently adopted preferred redevelopment plan (see plan) will further BHA’s mission and goals by eradicating an area of concentrated poverty and replacing it with new, mixed income, mixed housing development. upon completion only 250 public housing units will remain in the BHA portfolio. 60 units will be located within Firs II, a senior assisted living complex under construction at the northeast corner of the site in the area recently cleared through demolition. the remaining 190 public housing units will be distributed amongst the approximately 759 new dwellings to be constructed on site. Additionally, BHA will maintain ownership of the 110 apartment units that are also planned as part of the redevelopment. Ten of the apartments will be public housing units and the remainder will be affordable rental units. Therefore, BHA will be able to offer 250 public housing units and 100 affordable rental apartments to low income residents of the Bremerton area.
