Yes it is blighted
It is hard to picture what it will take for a comeback – each good effort is a drop in the bucket. Well, it took time to crumble, perhaps over time…?

My sister with her family and my 3 grown children live there. It does not look as if improvement is in my life time for this town. The Cooper River Park is actually in between Pennsauken and Collingswood and next to Cherry Hill. This is the only reason this park is kept clean but the water isn’t. Collingswood and Cherry Hill are richie towns.
