For what it's worth

It’s been a long time since I visited, but I think it’s safe to say that while the people of Burma/Myanmar are very friendly to westerners, the government is somewhat less so (although, as with many regimes, the government is friendlier to visitors than to its own people).

For my experience

I did not deal with the local government except at the airports where they were strictly business. The government is very pro-tourism, but tourists should NOT be pro-government as they are a repressive police state.

In my opinion this does not prevent you from visiting. You should just be very aware of where your money goes. While there I made it a point to avoid government-run establishments and tried to promote the local economy as much as possible.

I gained an understanding of the problems and trials the local Burmese are having only by speaking with them directly. I would not have had anywhere near the awareness without meeting the people.

As far as the people of Burma themselves, you are not going to find any kinder anywhere.
