Brazil don’t have expensive places to foreigners. Manaus is a little bit expensive if you compare with my city but for examples you can eat a fish to 3 people in a good restaurant for US$ 15,00.
Here a “table” of prices in dollars to compare:
Coke can: Between US$ 0,70 to US$ 1,00
City bus ticket: US$ 1,00
“Student eat” (that you can eat in cheap places): US$ 2,50 to US$ 4,00
Big Mac (Shit!): US$ 3,00
Marlboro Cigarretes (box with 20): US$ 1,20
If you have student card, you pay 50% off in all cultural places like museus, cinemas, cultural parties, etc.
About portuguese/english:
You can’t find a person speaking english easily. We’re 180 million people talking portuguse. Try to look university students or youg people. This generation can help you with a “poor” english (like me) but, don’t worry, brazilian people can make anything to help a foreign person here.
Good luck!
