The only place even close to these cities I’ve been is the collegetown of Regensberg, which I would definitely recommend: small, laid-back, full of undergraduates, plus with some really great Roman ruins. Unfortunately most of my knowledge of Germany is for over on the extreme west side, Frankfurt and the Mosel region.
